4. Prime Minister

In the scheme of parliamentary system of government provided by the Constitution, the President is the nominal executive authority (dejure executive) and Prime Minister is the real executive authority (defacto executive). It means, the President is the head of the State while Prime Minister is the head of the government.

Conventionally some specific ministries/departments are not allocated to anyone in the cabinet but the Prime Minister himself. The Prime Minister is usually in-charge/head of:

Appointments Committee of the Cabinet;

Ministry of Personnel, Public Grievances and Pensions;

Ministry of Planning;

Department of Atomic Energy; and

Department of Space
