22.12. MASS TRANSPORT

The National Urban Transport Policy emphasizes extensive public transport facilities and non-motorized modes over personal vehicles. The expansion of the Metro Rail Transportation System in Delhi and other cities (Chennai, Bangalore, Jaipur, etc) and other mass transit systems, such as the Metro Bus project in Bangalore, are steps in its implementation. The state government of Maharashtra recently announced that it will impose a congestion tax to discourage the use of private cars in cities where it has created “sufficient public transport capacity”.
