♤ States entitled to appear before the Court fall into three categories:
o States members of the UN
o States not members of the UN that are parties to the Statute of the ICJ; Conditions are to be determined in each case by the General Assembly on the recommendation of the Security Council
o States not parties to the Statute to which the Court is open. The conditions upon which the Court is open to such states are to be laid down by the Security Council, but they must not place the parties in a position of inequality before the Court.
